Job scope (budget, management, specific criteria): 
The primary responsibility of the Lead Process Safety Engineer is to ensure the performance of loss prevention engineering activities and safety studies for a project /proposal with the objective of achieving safe design and operation of facilities as per project/ statutory codes and requirements. He reports functionally to the Head of Discipline and operationally to one or more Project Managers or Engineering Manager.
Be it in the context of preparation for a tender / proposal or involvement in a project as Discipline or Lead Engineer.
The key responsibilities of the Lead Process Safety Engineer are:
 1 – Planning and implementation of the Safety aspects of a Project to ensure that deliverables are issued on schedule, project milestone dates are met, and given tasks are completed within the allowed budget.
2 – Technical and administrative management of the engineers / designers / draftsmen team, and Assignment and co-ordination of activities within the team to execute the design / procurement related activities of assigned projects
3 – Defining the safety/ loss prevention requirements for a project in accordance with client’s and codes requirements and ensuring that it is implemented by providing relevant inputs to key disciplines.
4 – Conceptualizing the preliminary / HSE / Safety concept/HSE Philosophy
5 – Development / review of safety designs such as hazardous area classifications, fire gas detection system layout, and safety equipment drawings
6 – Generation / review of specifications for fire fighting and safety equipment
7 – Design / review of active fire protection systems specifications such as fire water system, total flooding type systems, etc.
8 – Performance / review of safety studies such as QRA, FRA, HAZOP, HAZID, flare radiation and dispersion studies, HSEIA, EIa, Noise studies etc. as per project requirement or to assist management in decision making for safety related issues
9 – Coordination with the Package engineer for safety / fire fighting related equipment/studies
10 – Coordination with Project Managers / Lead Engineers from other Disciplines for the inter-disciplinary tasks .
11 – Coordination / review with the specialist consultant and various disciplines for sub contracted studies such as Safety, HSE , noise and environment-related studies.
12 – Coordination with the Proposal Engineer for defining and estimating the deliverables/
man-hours requirement for safety related activities; Assisting in the preparation of project proposals and tenders in what relates to Safety engineering design.
13 – Ensuring that the design is carried out as per the industry standard practices and in conformance with the quality management system of TPAD
14 – Co-ordination with Project and client, subcontractors and/or suppliers
15 – Providing support to site engineers on technical query issues
16 – Coordination with client engineers on Safety engineering issues
17 – As Lead Engineer, whenever assigned, responsible for: – Managing the teams of engineers, designers and draftsmen, and delivering the engineering requirements of the project as described above. – Responsible for the planning and man-hours budget control for projects or proposals. – Providing technical guidance and acting as reference for the supervised group of Engineers, Designers and Draftsmen – Optimizing the use of resources on a project team – Delegates tasks across team members and monitors progress – Identification of issues that impede project progress, variation to project scope and reporting them to Project Managers / Discipline Heads
18 – Participates in and facilitates HAZOP / HAZID review sessions
19 – Performs or undertakes a review of: – Technical evaluation of vendor bids and technical bid tabulation – Safety-related items – Requisitions for safety-related items
20 – Document Control: This entails the development / update of the Document Register with accurate progress information on a regular basis. Each Lead Discipline Engineer is responsible for the discipline filing system for the project. 21 – Assimilating the evolution of new products and technology, and updating oneself on the latest international standards in terms of engineering design practices and their applications; 22 – Conforming and contributing to the Discipline technical standards, knowledge database and Quality Procedures; Identifying new methodology of work process required for higher productivity. 23 – Contributing towards, maintaining and implementing both company and client HSE Management System objectives and procedures. 24 – Complying with the applicable company procedures for the Engineering Department and the Safety Discipline as they are documented in various Department Working Procedures. 25 – Training mentoring of young safety engineers.
In nutshell:
Lead Safety engineer will be responsible for leading the HSE design engineering and studies efforts including design of FW system, defining of PFP requirement, F&G layout optimisation, hazardous area classification, technical specification, requisition and vendor document review of fire fighting, safety and lifesaving equipment, management of safety studies such as flare radiation and Dispersion study, QRA, FRA, EERA, ESSA, F&G Mapping, CFD Explosion& Gas Dispersion studies, HSECES Performance Standards etc.. In addition, Lead Safety engineer will be responsible for productivity, schedule and quality of the HSE design deliverables, technical advise to client/ projects for resolution of various project / engineering related issues, inputs to construction engineering and managing/reviewing/ advising & mentoring HSE design engineers. Lead Safety engineer will be leading a team of 6-8 Safety engineers.
Requirements:
  • University or Higher Education: Bachelor in Chemical or Mechanical Engineering Masters in Chemical / Petroleum or Mechanical Engineering would be a plus
  • Computer Skills Basic knowledge of: MS Office Advanced knowledge of: – QRA Software like PHAST, FRED, SAFETI – HAZOP Software, – PIPENET MUST HAVE’s: 15+ years Process Safety experience in Offshore EPC 5+ years experience as a Lead Process Safety Engineer – HSE Design – Loss Prevention – QRA, HAZID, HAZOP, SIL – Degree: Chemical or Mechanical Engineering
