“Due to its relevant and still predominant role in the economy of the country, the oil and gas sector is obviously the first to deserve our attention.”
The President of Angola, H.E. Dr. João Lourenço, addressing the National Assembly, on the State of the Nation Speech, October 15, 2020
In recognition of the importance of the oil and gas industry and the recently announced Presidential Decree; AECIPA (Association of Contracting Companies of the Angolan Oil Industry) representing the oil and gas services sector is launching Angola Energy Month during December, featuring a series of webinars culminating in the three days virtual Angola Oil and Gas Services and Technology Conference (15-17 December 2020).
The Presidential Decree 271/20, approves a new legal regime for local content in Angola’s oil and gas sector, strongly encouraging the acquisition of national goods and services and the replacement of expatriates by Angolan workers. H.E. President João Lourenço stated that the decree will aid in wealth creation and the promotion of economic diversification in Angola as well as promote participation in the oil sector from commercial companies owned by Angolan citizens. It emphasises the strengthening of national entrepreneurship, highlighting that foreign technical assistance or management contracts must contain detailed training programs, knowledge transfer, technology, development and improvement of professional skills for the national labour force; and also promotes the use of national raw materials in an aim to reduce imports and increase domestic production.
